OAKLAND, Calif. — Gov. Gavin Newsom is rolling out a strategy Thursday for the “next phase” of managing Covid-19 in California that focuses more intently on early detection of variants, stockpiling high-quality masks and contracting with a manufacturer of at-home rapid tests.
The word “endemic” does not appear anywhere in a 30-page document that details his forthcoming approach. But among his top goals is to “keep schools open and children safely in classrooms for in-person instruction.”
Newsom’s plan does not include metrics or goals that would trigger different approaches.
