Scattered along the city’s 520 miles of waterfront are hundreds of abandoned boats: half-sunken barges, sailboats aimlessly adrift and many more vessels fully submerged. Whether unmoored by a storm or purposefully let loose, each craft poses an environmental hazard and creates a costly headache for the patchwork of city, state and federal officials saddled with the crafts’ removal.
