Biden administration officials told members of Congress on Friday that they need at least $5 billion in additional funds to keep battling the Covid-19 pandemic overseas — far less than agencies originally suggested would be needed to vaccinate the global population and provide funding, staff and other forms of relief to hard-hit regions.
