Raphael Toledano, an East Village landlord found to have repeatedly harassed tenants and engaged in fraud, is banned from participating in the real estate industry for at least five years, according to a recent ruling by the state Supreme Court in Manhattan.
An investigation into his practices by Attorney General Letitia James’ office found that Toledano had harassed tenants at his bankrupt portfolio of 15 East Village buildings through coercive buyouts and illegal construction practices, and failed to provide his rent-regulated tenants with utilities, repairs and other necessary services.
