Following Gov. Kathy Hochul’s agreement with the state Legislature on the $220 billion budget Thursday evening, the health and mental hygiene bill passed the Assembly and Senate on Friday.
The bill contains 46 pieces of legislation for fiscal 2023, which runs from April 1 to March 31. Included were some policies introduced by the governor in her executive budget earlier this year and amendments enacted in the past month.
The highly anticipated legislation contains tweaks to calculating the rate in which state Medicaid spending can grow, a limit known as the Medicaid global cap. It was introduced in 2012 by Hochul’s predecessor, Andrew Cuomo. Its growth was pegged
